Fearless Advocacy seeks a leader to join our growing team in the form of a highly skilled and experienced Operations Manager who will develop and drive our internal processes and support our strategic growth and our goals. The Operations Manager will provide a combination of general business operations support and oversight and specialized support for government affairs activities, with a strong emphasis on compliance, financial management, contracts management, client relations, and administrative support. The Operations Manager will ensure the firm runs efficiently so lobbyists can focus on client advocacy. This is a new position.
Founded in 2014, Fearless Advocacy is a Sacramento-based advocacy firm specializing in advancing the policy agendas of mission-based and cause-oriented organizations. Based in downtown Sacramento, the firm employs three practice heads (registered lobbyists) and an administrative assistant (whom the Operations Manager will manage and supervise). Additional lobbyists are likely to join as the firm continues its growth trajectory.

Position Summary
The Operations Manager will oversee and coordinate the internal activities of the organization to ensure effective operations in line with the company's policies, goals, and objectives. This role involves managing software and systems, records management, legal compliance, and office services. The ideal candidate will have a strong background in lobbying firm operational management, a strategic mindset, and the ability to lead and inspire a team.
Core Responsibilities
Compliance and Reporting: Create systems and oversee the firm’s efforts to strictly adhere to all state lobbying, ethics, and related employment and other business laws. The Operations Manager will lead the firm’s efforts to accurately track lobbying activities, managing the timely and accurate submission of lobbying registrations, disclosure reports, and other required filings. The Operations Manager will collaborate with the President on maintaining the firm’s compliance with other local, state, and federal laws.
Administrative & Office Management: Supervise administrative assistant and vendors, oversee the day-to-day internal workings of the firm and office, including equipment, records management, and IT systems.
Strategic Resource Alignment: Lead a comprehensive review of internal positions and contracted services to ensure optimal alignment with organizational needs, identify efficiencies, reduce unnecessary duplication, and thoughtfully transition work in-house where appropriate, balancing fiscal responsibility with excellence in outcomes.
Human Resources Support: Help with future recruitment, onboarding, performance management, benefits administration, and maintaining personnel records.
Financial Management: Support the President and bookkeeper to ensure financial health of the firm, including support for expense processing, contract management, and budgeting.

Key Activities
Direct and evaluate the effectiveness of the organization's operational infrastructure, including software, records management, legal compliance, and office services.
Work with the President to prepare short-term and long-range plans, identify and implement new software or processes, to meet the firm's strategic objectives.
Supervise and manage the administrative assistant, while evaluating, improving, and implementing systems, processes, and plans aligned with the firm’s objectives.
Establish and enforce operating policies consistent with the President’s objectives.
Ensure clear communication and accountability across the admin team (including vendors).
Regularly evaluate and report on the overall performance of operations to the President.
Develop procedures and controls to enhance communication and information flow within the organization and with vendors and clients.
Manage vendors and administrative staff to ensure compliance with local, state, and federal regulations governing business operations.
Support coordination of occasional legislative briefings, the annual firm retreat, large meetings, and other events as needed.

Qualifications
Education: Bachelor’s degree or equivalent work experience required.
Experience: 4-10 years of law or lobbying firm or related experience in operational management or equivalent combination of education and experience.
Technical Skills: Strong PC skills; proficiency in Microsoft Office Suite, especially Word and Excel, and Capitol Track; familiarity with CA Legislative Advocates Portal, and QuickBooks accounting software is a plus.
Soft Skills: Excellent analytical, organizational, and problem-solving skills, with high attention to detail; strong written and verbal communication skills, with the ability to communicate clearly across all levels of the organization; ability to work under pressure, prioritize multiple tasks, and meet critical deadlines in a fast-paced environment; strong leadership capabilities to lead and inspire administrative teams.
Supervisory Responsibilities
The Operations Manager will report to the President and will manage administrative employees, including an existing administrative assistant and several vendors. Responsibilities include participating in interviews, offering hiring recommendations to President, training, performance management, and conflict resolution.
Work Environment
In-person: Monday-Thursday, 9am – 5 pm in office in downtown Sacramento, work from home option on Fridays, and potential for more work from home days when the legislature is not in session.
Physical Demands: Ability to lift/move up to 25 pounds occasionally, with specific vision abilities required; regular sitting, standing, and walking required
